摘要
从本质上说政府对危机的管理是提供公共物品,而政府提供公共产品的外在表现就是成本由财政支付。从宏观角度来看,构建危机管理的公共财政支撑体系是一个复杂的系统工程,需要从以下几个方面进行完善:一是健全公共财政危机管理观念;二是完善公共财政危机管理机制;三是加大公共财政对危机管理的投入;四是构建公共财政危机管理的法律体系。
Essentially, crisis management by government is to provide public goods, paid by state finance. From macro perspective, constructing a public-finance-support system for crisis management is a complicated system. It needs to be improved in the following aspects： first- ly, to strengthen the conception of crisis management of public finance; secondly, to better the public finance mechanism for crisis management; thirdly, to increase input of public finance for crisis management; fourthly, to establish a set of laws for crisis management.
