摘要
介绍了PIMS优化技术在华北管输原油区域优化中的应用,开发了华北管输进口原油的采购、运输,调运的区域优化模型,提出三个月滚动的管输进口原油采购、船期和管输计划,指导管输进口原油的采购、运输和实际调运工作,结束了过去仅靠经验采购原油、安排船期、管输作业计划的做法,为管输进口原油采购的科学决策提供了可靠依据。结果表明:该技术的应用极大地提高了进口原油采购的针对性和原油长输管道运行的可靠性,实现了区域整体效益最大化,大大降低了采购和运行成本。
The application of PIMS for the regional optimization of crude oil in North China is introduced. The model for the regional optimization for procurement, transportation, especially the regional dispatch of imported crude oil in North China area has been developed. 3-month rolling schedule for crude oil procurement, shipping and pipeline transportation is produced and used for directing crude oil procurement, transportation and dispatch operations instead of the old technique based upon experience. This provides a scientific basis for decision making in procurement of crude oil. The commercial application indicates that this technique has greatly improved the imported crude oil procurement efficiency and long-distance pipeline operation reliability. As the result, the economic benefit of regional operation is maximized and an operating cost of 100 million Yuan ( RMB ) is saved.
