Review for Research on the Equalization of Basic Public Services

基本公共服务均等化概念一经提出,迅速成为学术界研究的热点之一。学者主要从宏观社会政策、社会公正、公共财政等视角对基本公共服务均等化的内涵、供给问题、供给内容与途径等方面进行了研究。完善社会政策、注重社会公正、合理重构公共财政体制是公共服务均等化的必要途径。目前基本公共服务供给协调机制尤其是激励机制的研究亟待加强,基本公共服务均等化与大部制改革研究有待推进和深化。

The equalization of basic public services raised as a concept is rapidly becoming one of the hot academic research. From the perspectives of macro - social policies, social justice and public finance, many scholars are researching on the equalization of basic public services connotation, supply issues, content and means of supply and other relative aspects. Perfecting social policies, paying more attention to social justice and reconstructing reasonable public finance system are the necessary means to achieve the Equalization of Basic Public Services. The supply and coordination mechanisms of basic public services particularly on incentive mechanisms need to be strengthened. The research on the Equalization of Basic Public Services and the Large Reform of the government sector should to be advancing and deepening.
