摘要
现代农业发展是一项系统工程。根据现代农业的基本内涵、主要特征和指标设置的原则,综合各种评价体系,遵循科学性、实用性、系统性、可比性等原则,按照现代农业发展趋势,构建现代农业发展评价指标体系。该体系共由物质装备要素、科技支撑要素、劳动力素质要素、产出化发展要素、产出效能要素5个一级指标,13个二级指标组成,并用模糊数学原理,得到现代农业发展评价模型。该模型通过定量评价,避免了许多因主观因素引起的弊端,旨在促进现代化农业科学发展,探寻制约现代农业发展的瓶颈因素,为政府部门加快推进现代农业建设、强化社会主义新农村建设的产业支撑提供科学依据。
Modem agricultural development is a systemic project which combs various kinds of evaluation systems based on the primary connotations, leading features, and index setting-up of modem agricuhure ; follows the principles of science, system, practicability and comparability ; and constructs the evaluation index system according to the developing trend. The model consists of five first-rate indicators: physical equipment, technological support, labor's quality, output development and output efficacy, together with thirteen secondary indicators. The evaluation model, which is run by vague mathematics, avoids many malpraetiees caused by subjectivity, achieves the aim of promoting the scientific development of modem agricultural, and fishes out the bottlenecks that restrict the agrieuhural development. Such a model provides scientific grounds for governmental and industrial support for accelerating modem agriculture and socialist rural construction.
