On Basic Principle of Socialism with Chinese Characteristics

党的十五大提出了两个必须坚持和完善的经济制度———基本经济制度和分配制度。这"两个经济制度"不仅在社会主义初级阶段适用,而且涵盖建设中国特色社会主义的全过程。搞社会主义的"不够格",不应仅从生产力不发达角度去理解,还应从生产关系不完善方面去理解。"两个经济制度"中两个"主体"地位的不确定、难以界说,正是"不够格"在经济制度方面的表现。我们要毫不动摇地长期坚持完善"两个经济制度",使我国搞社会主义逐步从"不够格"到"够格"。

The 15th National Party Congress puts forward two economical systems which must be uphold and improved—the basic economical system and distribution one.Such 'two economical systems' are both applicable in the primary stage of socialism and throughout entire process of building socialism with Chinese characteristics.In regard to 'unqualified' socialism,it should be understood from perspective of undeveloped productivity and imperfect production relations.Therefore,these two economical systems should keep promotion to make 'unqualified' socialism be 'qualified' one.
