标准、专利与企业技术创新相互作用关系研究——以浙江企业为例

Study on Relationship about Standard,Patent and Enterprise Technological Innovation——A Case of Zhejiang Enterprise

文章以浙江为例通过对企业产品执行标准数、专利申请量与企业技术创新三者关系进行相关性分析,发现企业存在专利申请量与经济发展不相匹配、企业标准化建设与经济质量的提升不一致、企业自主技术创新短期行为明显等问题。针对这些问题,从选择标准化必须密切以技术创新为引导;推动自主科技成果转化为技术标准;建立与国际标准接轨的新型标准体系;由政府主持公共性技术研究,提高企业采标能力;加强政府机制创新等方面提出政策建议。

This paper has analysed the degree of correlation between these three pairs of relationship such as the number of implementation of standards, patent and enterprise technological innovation. Lots of problems have been found, that is, the obvious short - term feature in technological innovation, patent application amount not matching the economic growth, enterprise standardizing constuction inconsistent with economy quality promotion. As to these problems, some corresponding measures and suggestions are raised. For example, technological innovation should play a leading role during the selection process of standardization, transform the autonomous scientific and technological achievements into technological standard, and establish a new system close to international standard. The common technological research should be hosted by the government to improve the enterprise spirit bid ability. Government mechanism innovation should be reinforced.
