摘要
文章利用国际贸易标准分类SITC3.下5位数编码的ICT产品的进出口数据,分别计算了我国ICT产业中制成品及零部件的NET值。NET值的变化趋势结果表明,通过加工贸易生产过程中的技术溢出及加工贸易政策的调整,我国出口导向的加工贸易政策促进了ICT产业的整体升级①,从而在一定程度上证明了加工贸易政策的有效性,并指出我国出口高科技产品的生产依然处于国际产品价值链低端的言论有待商榷。
This paper calculates NETs of China＇s ICT final and intermediate products based on five-digit STIC3. trade data. According to the change of NETs, China＇s export-oriented processing trade policy not only promotes Chinese enterprises＇ participation in the assembly process of high-tech products, but also realizes China＇s ICT industry upgrading through R＆D spillovers and processing trade policy adjustments. Therefore, it shows that China＇s processing trade policy is effective and proves that the production stage of China＇s high-tech products is changing from the low-end of value chain to the high-end.
