计划网络法在体育院校行政管理中的作用主要有四个方面:宏观指导、监督检查、民主管理、提高效率。编制计划网络图的主要步骤有:确定图的性质、确定目标与分工、确定工作项目、确定(估计)完成各项工作所需时间、编制草图、择优定稿,最后下发实施。

The function of program network in the P. E. institutes' administration represents in the 4 aspects;macroscopic direction,control and check,democratic management and ef-ficiiency improvement. The steps for drawing up program network chart are as follows: define the characteristics of the chart ,fix the goal and duties ,find the work items,estimate the time spent completing each item,draw up a draft,choose the best and finalize it and put it into practice at last.
