常州市实施职业病危害预评价审核的现状分析

Analysis on Audit Status of Pre-assessment on Hazards of Occupational Disease in Changzhou

目的加强建设项目可行性论证阶段的职业病危害预评价审核工作,从而在建设项目立项审批时,即从源头上贯彻落实国家有关法律法规的要求。方法对常州市2005—2007年实施职业病危害预评价审核情况进行综合分析。结果常州市职业病危害预评价审核率逐年提高,至2007年度实施率已达100%,但项目在可行性论证阶段的审核率仅有15%。结论加强建设项目的职业病危害预评价审核工作,提高项目可行性论证阶段的审核率,卫生行政部门必须与各有关部门加强协调,密切配合,并加大执法力度,才能确保有关法律、法规的实施。

[ Objective] In order to fulfill and enforce the national laws and regulations at the beginning of the new project constructing, the audit of pre-assessment on hazards of occupational disease should be enhanced at feasibility argumentation stage of construction projects. [ Methods] The audit data of pre-assessment on hazards of occupational disease during 2005--2007 in Changzhou were analyzed synthetically. [ Results] The audit ratio of pre-assessment on hazards of occupational disease was increased year-by-year, and it reached 100% in 2007. But the audit ratio at feasibility argumentation stage only was 15%. [ Conclusion] The audit of pre-assessment on hazards of occupational disease should be enhanced, especially at feasibility argumentation stage. Health administration should improve the cooperation with other government department, strengthen the management and execution to assurance the fulfillment of relational laws and regulations.
