摘要
分析了一体化计划和分段计划2种不同装备采购计划管理体制下的组织机构设置效益，建立了机构设置效益评价模型。研究表明：一体化计划体制下所对应的组织机构设置效益，大于分段计划体制下所对应的组织机构设置效益。
The model of evaluate efficacy of organization setup is established analyzing the efficacy of integration program-control and separate program-control, which are two different acquisition program control models. The analysis showed that the efficacy of organization setup under integration program-control far exceeds that of separate program-control.
