摘要
介绍了美军推行渐进式采办（evolutionary acquisition，EA）策略的概况；重点分析了美军推行渐进式采办策略取得的效果、存在的问题及其原因，渐进式采办策略在利用最新成熟技术、加快项目交付进度、降低项目风险等方面成效明显，但由于理论不完全成熟等原因，实践中也暴露出耗费管理资源多、后勤保障难度大等问题；最后得出了几点启示。
The paper introduces the general situation of implementing evolutionary acquisition （EA） strategy in DoD. Then, it focuses on the implementation effect and problems of EA in DoD. EA strategies have obvious benefits in rapid insertion of the latest mature technologies into the system, rapid fielding of new systems and reducing programs＇ risks. However, as related theories are not fully mature, EA strategies have been proved to be management resources consumed and difficult to support. Finally, it brings forward some revelation to implementation of evolutionary acquisition strategy.
