С. Ю.Витте was an important politician, reformist and diplomatist of Russia from late 19th century to the beginning of the 20th century. The diplomatic policy that he carried out played an important role in the histories of Sino - Russia relationship, northeast borderland, even the international relationship of northeast Asia in the late of the Qing dynasty.
