The New Rural Construction and Choice of Regional Population Development Strategy

本文以辽宁省辽阳市为例讨论了在新农村建设的框架中区域人口发展战略的抉择问题。本文的分析表明,辽阳市需要将公共资源更多地投向人口的开放和人力的开发上,这是新农村建设的立足点和动力源泉。简单说,就是要采取相辅相成的"人口开放战略"和"人力开发战略"。"人口开放战略"的要义不是单纯的增减人口而是调节人口。为此,政府职能要适时转型,创建服务型政府,为农民、农民工和农民子弟积极提供公共服务和公共产品。

This paper discusses the regional choice of population development strategy based on Liaoyang＇s experience of Liaoning province. The authors point out that much more public resources should be invested into population opening and human resource development, which are the point of departure of and also the driving force of the new rural area construction, and suggest Liaoyang adopts the integration strategy of population opening and human resources development. Population opening strategy aims to adjust comprehensively not control solely the population scale and structure. The government should transfer its role and function, becoming the serving agency and providing more public service and goods for the rural population.
