摘要 针对2008年初我国云南部分地区出现严重的低温雨雪凝冻天气,给云南电网的安全稳定运行和电力供应带来极大的影响和灾害,介绍了云南东北部电网在此次冰雪灾害中受灾的基本情况,描述了云南省电网在冰灾中事故发展的整个过程。从电源结构、电网结构和应急管理等方面,对云南省电网抗击此次冰雪灾害的经验教训进行了分析和总结;指出了云南省电力系统存在的风险和问题;提出了云南省电网在电源建设和电网结构等方面提高应对灾害能力的解决方案与建议。 Aiming at the threat and influence that the extremely low temperature, heavy rain, snow, and freezing weather had on Yunnan province, especially the northeast part of it in January ,2008, the general disaster situation of power system in Yunnan province was introduced. The disaster process of power grid in the snow disaster was reviewed, which includes before accidents period, during accidents period, the most serious period, recover period, and exacerbating again period, etc. The typical characteristics of the power grid in the disaster were analyzed and the main risks and problems existing in the power system were proposed. Some solutions and recommendations in power supply development and power grid development were offered.
