摘要
教育观念的变革是基础教育课程改革的前提。转变教育观念较为困难的原因主要有教育内部和社会大环境两个方面。对内部管理者和教师从理论学习、实践运作两方面予以强化管理;对外部社会大环境予以改造,促成社会精英介入舆论宣传,是加强新课程改革与管理,转变教育观念的理性选择。
The premise of curriculum reform of fundamental education is to transform the educational ideas, which has two difficulties from education and society. Therefore, the reasonable option to overcome them is to enforce management in two aspects: to strengthen theoretical learning and practice of manager and teachers, and to induce the social elites to help propagate the ideas of curriculum reform.
