摘要
《中华人民共和国公务员法》是建国以来我国干部人事管理方面第一部总章性质的法律,对塑造青年公务员现代政治人格起着重要的推动作用。其突破点在于,由"干部"到"公务员"这种从"身份"到"契约"的转换,彰显了政治平等意识;下级公务员对上级错误决定可以说"不",体现了现代公共精神;领导成员因工作严重失误应引咎辞职,则增强了权责并重观念。
PRC Civil Servants Law is the first main law of Chinese cadres' administration since 1949. It is playing important push role in shaping modem political personality of youth civil servants. First, changing from "cadre" to "civil servant" that means a transfer from "dignity" to "contract", which illustrates the political awareness of equality. Second, it embodies the modem public spirit that lower-level civil servants to their superiors the wrong decision can say "no". Third, leading members should take the blame and resign if they make serious errors, which strengthening the powers and responsibilities of civil servants.
