试析失地农民的权益保障

Brief Analysis on Rights and Interests Protection for the Land-lost Peasants

在城镇化进程加快的同时,大量农村集体土地被征用,产生了大量的失地农民。通过阐述单一的货币安置政策存在的不足以及失地农民面临的一系列问题,说明了维护失地农民权益的必要性和紧迫性,提出了征地补偿应合理化、逐步建立失地农民的社会保障机制、促进失地农民再就业的政策建议来保障失地农民的权益,以有效地防止新贫困的发生,从而推进城镇化进程的顺利进行。

In the process of urbanization, a lot of country collective land is confiscated, thus a lot of farmers lose their land. This article elaborated the shortcomings of the single monetary settlement policy and a series of problems that the peasants have to face after losing their land. Then raised the necessity and urgency to defend the land-lost peasants＇ rights and interests. In order to prevent the appearance of new poverty and promote urbanization progress, the author proposes that the land expropriation compensation should be rationalized, the social security mechanism for land-lost peasants should be established gradually, and the policy which can promote the land-lost peasants to obtain employment should be established.
