The development of city agglomeration is mainly restrained by the backward governmental cooperative management system, so system innovation becomes the key point. The innovation of the city agglomeration system is provided with new concept base by government management and compound administration theory while greatly hampered by the poor management of government cooperation system. Therefore the innovation of the system is the basic route for city agglomeration development.
