消费纠纷具有多发性、小额性、复杂性以及当事人之间力量对比不均衡等特点,是一个重要的社会公共利益问题。仲裁在解决消费纠纷的途径当中具有其独特的优势和价值。当前我国的消费纠纷仲裁存在公众仲裁意识欠缺、仲裁机构的设置未能处理好与消费者协会的关系等问题。为发挥消费仲裁在解决消费纠纷中的独特优势,应从加强消费仲裁的宣传,培养良好的仲裁意识氛围;建立完善消费纠纷仲裁收费制度,降低消费者维权成本等方面入手来完善我国消费仲裁制度。

Consumer disputes, with the characteristics of high frequency, small sum, complexity and unbalanced parties, is an important problem concerning public interests. Arbitration whereby has unique advantage and value in settling the disputes. But China＇s consumer arbitration system sees many defects, for example, the lack of the consciousness in the public, improper relations between the arbitration agency and consumer association, etc. In order to bring the power of consumer arbitration into full play, such measures should be taken as follows： strengthening the propaganda of arbitration, cultivating bye atmosphere of arbitration awareness, establishing and perfecting arbitration charging system, and reduce consumer＇s right- protecting cost.
