精英主义对民主决策的“解救”——从民主决策到精英决策

The Rescue of Elitism for Democratic Decision-making——From Democracy to Elite Democracy

民主决策和精英决策是现代政治决策的两大模式,作为民主决策基础的古典民主理论在现实运行中只能是一种难以实现的乌托邦,而精英主义则是对古典民主价值的一种补充和解释,但是精英决策方式的使用,如果不加任何限制就会走向一种反民主。这种困境的解决方式一方面可以诉诸于法律与人民监督等制度约束,另一方面则是要加强政治精英公共意识和公共责任的培养,通过各种限制实现精英主义对民主理念的补充。

Democratic decision-making and elite decision-making are the two major political decision-making modes. As the basic theory o~ democratic decision-making,it can not be achieved easily. So elitism is a value added and explained. But if the use of elite decision-making not be restricted,it will be changed to an anti-democratic direction. The problem can be solved by the legal system and the supervision of the people. In anther hand,it can be settled by the strengthening of elites＇ public awareness and public responsibility.
