农民健康权益的实现与农村医疗卫生政策创新研究

目前我国农村卫生事业缓慢发展的状况可归因于转轨时期政府缺陷和市场缺陷的双重作用,要使农民的健康权益得到切实维护和真正意义上的实现,除了健全和完善新型农村合作医疗制度外,还应从多方面进行政策创新,包括加快农村医疗卫生事业的法制化;扩大政府对农村医疗卫生事业的干预范围;加大对医疗卫生市场的监管力度;建立灵活的用人机制和高效的培训机制,提高农村医疗卫生队伍素质;加大农村公共卫生环境监测和治理力度等。

To realize farmers＇ health rights and interests, the key lies in establishing perfect and highly effective medical and health services. At present, the cause of China＇s slow rural health development can be attributed to the defects of government and market imperfections during the transition period. In addition to improving and perfecting the new rural cooperative medical system,policy innovation is urgently required. The policy innovation includes speeding up the legislation of rural medical and health, extending the scope of government intervention with the rural medical and health, increasing supervision of the medical and health market, establishing flexible employment mechanism and efficient training mechanism, improving the quality of medical and health care workers in rural areas and increasing the rural public health monitoring and supersion of the environment.
