摘要
在正确把握新时期以人为本、构建和谐社会规划工作的发展趋势下,探讨了建立新一轮土地利用规划编制体系、编制方法和编制手段,为更好地做好下一步土地利用规划编制工作提供参考。
On the basis of correct grasping the trend of the new time and the construction of harmonious society, a new round of land use planning system was discussed as well as its compiling method and compiling means, which provided reference for the further land use planning.
