民生视角下的民族自治政府绩效管理——一个框架性研究

A Framework for Studying the Performance Management of China's Ethnic Autonomous Governments from the People's Livelihood Perspective

我国少数民族地区社会事业的发展面临难得的机遇,为了更好地促进少数民族地区的社会发展,应将关系到各族群众切身利益的民生问题纳入政府绩效管理之中。民族地区的民生问题有其自身的特点,当前民族自治政府的绩效评价从内容到方法都存在不尽完善之处,因此,应在科学发展观的统领下,努力建设公共服务型政府,不断优化政府绩效考评的内容与形式,探索基于民生问题的民族地区绩效管理途径。

The blueprint drawn by the 17 th CPC （Communist Party of China） National Congress has brought golden opportunities for the ethnic regions in China. To further their development, the issue intimately related to the ethnic groups—— people＇ s livelihood should be undoubtedly stressed. Particularly, people＇ s livelihood should be included into the local governments＇ performance management. However, the current management system used for evaluating the governments＇ performance still needs improvement no matter in its content or methodology. As a result, this paper focuses on discussing three main livelihood features of the ethnic groups, and claims that their governments should be public service-oriented under the guidelines of scientific outlook on development. It aims to explore efficient ways founded on people＇ s livelihood for optimizing the government performance evaluation system in the ethnic regions.
