四川汶川"5·12"特大地震的物资供应是典型的应急物资供应。地震灾情发生后,中国石油集团充分发挥集团化优势,依靠健全的组织机构,建立起高效的成品油应急指挥机构和完善的应急信息收集系统,并与政府建立了应急联动保供机制,为抗震救灾作出了重大贡献,展示了中国石油集团负责任的企业形象。然而,面对突如其来的特大自然灾害,成品油应急供应中存在的一些问题也暴露出来,包括成品油资源储备不足,成品油库容相对不足与不平衡,应急供应制度化和系统化还有待加强等。
The May 12 earthquake in Wenchuan, Sichuan presented a typical emergency supply situation. In the aftermath of the disaster, CNPC made full use of its collective advantages. Relying on a solid organizational structure, CNPC set up a high-efficiency oil product emergency command center and a complete emergency information collection system. It also worked with the government to establish joint mechanisms for emergency response and supply guarantee. This was a significant contribution to earthquake relief and showed CNPC’s responsible corporate image. However, the sudden serious natural disaster revealed some problems with the emergency oil product supply, such as inadequate product oil product reserves, relatively scarce and unbalanced oil product depot capacity, and the need for a more institutionalized, more systematic emergency supply.
