安徽省江淮分水岭地区综合治理的思路和对策

THOUGHTS AND COUNTER MEASURES ABOUT THE COMPREHENSIVE HARNESSING OF THE WATERSHED REGION BETWEEN THE YANGTZE RIVER AND HUAI RIVER OF ANHUI PROVINCE

发展现代农业,促进农民增收,推进社会主义新农村建设是分水岭地区面临的新形势、新任务。该文对安徽省江淮分水岭地区10年来治理的成就进行总结,对存在的问题进行分析,对未来5年治理思路提出生产发展工程、民生工程、生态文明工程的重点及综合治理开发、建立创新机制等保障措施。

It is a new situation and new task facing the watershed region to develop modern agriculture, to increase farmers＇ income and to promote the construction of socialist new rural areas. This paper summarizes the achievements gained during the past 10 years in harnessing the watershed region between the Yangtze River and Huai River of Anhui Province, analyzes the existing problems and puts forward emphases for production development engineering, people＇s livelihood engineering, ecological and civilization engineering, and raises ensuring measures for comprehensive harnessing and exploitation, and setting up new mechanism for future 5 years＇ harnessing.
