文章剖析了公共图书馆容易引发安全突发事件的环境、诱因及存在的隐患,提出应该把应对突发事件和强化安全危机管理纳入公共图书馆的管理体系,建立和健全各种防范和应对突发事件的工作机制,增强干部员工的安全危机管理意识和应急处置能力,做好突发事件的善后工作。

This paper analyzes the incident - arousing environment in public libraries, causes for different disasters and various hidden dangers. Then, the paper puts forwards to several key points regarding disaster- handling. The first is to include sudden incidents answering and crisis management into everyday man- agement practices of public libraries. The second it to construct and improve the systems and procedures of prevention and response to sudden incidents, and the third is to foster crisis sensitive amidst staff and enhance their ability of handling disasters. And the last comes with the handling of post - disasters.
