站在改革发展的战略高度,认识解放思想大讨论的重要意义;紧密联系思想和工作实际,切实解决制约学院改革发展中存在的突出问题;加强领导,狠抓落实,确保大讨论活动取得实效。提出"认清形势,坚定信心,解放思想,凝心聚力,进一步掀起比学先进、开拓创新、真抓实干的工作热潮,推动全院各项工作再上新水平,实现学院新的更大的发展"核心理念。

This article recognizes the significance of the debate over mind emancipation from a strategic view of reform and development. Based on the practice of thought and work, the Institute should solve the outstanding problems which restrict the development of it. It emphasizes on the leading and implementation to ensure the actual results of the debate activity. The article also presents the core idea as follows： understanding the situation, enhancing confidence, emancipating the minds, gathering the strength, raising an upsurge of studying advanced figures, pioneering in innovation and doing work in earnest so as to promote the Institutes work to a new level and therefore implement the further development of the Institute.
