蓝海战略启发下的规划模式探讨——一种摆脱当前城市规划面临困境的思路

A Preliminary Research on the Planning Model Inspired by the Blue Ocean Strategy——A Thought to Get out of the Predicament of City planning and Designing

转型期经济社会和谐持续发展的总需求是我国现行各类规划的总背景,通过对我国主要类型的规划在经济社会发展背景下的作用分析,认为造成当前城市规划失效、各类规划之间不能很好地协调的根本原因是事权阻隔。文章借用《蓝海战略》的概念和分析工具,将现行的不涉及事权关联的各类规划称为红海规划,将与规划内容相关的涉及事权协调的规划称为蓝海规划,重新界定规划的概念边界,构造出一种以空间事权的划分与协调为主要内容的垂直结构的骨干规划体系。将规划视为一个开放复杂的系统,并将与空间相关联的事权在这个骨干规划体系中予以明确。

Abstract： The economies and harmonious community development is the background of all urban planning at the reforming times. By analyzing the functions of the existing plans of various kinds in China＇s economic and social development, we believe that the major reason that accounts for the failure of the current urban plans and the incordination of different plans is the seperation of power and responsibility. This paper, borrowing the concept of ＂Blue Ocean Strategy＂ and its analytical tools, redefines the planning relevant or unrelevant to power and responsibility as the Red Ocean planning or the Blue Ocean Planning, and after the redifinition the concept Of border of the urban planning, tries to construct a vertical structural planning system based on the space power and responsibility. Planning will be regarded as a gi- ant open complex system, in which power and responsibility are clearly difined.
