我国自然垄断产业规制的体制问题与改革措施

On the Systematic Problems and Transformation Measures of the Domestic Natural Monopoly Industry

随着社会主义市场经济体制的完善与发展,我国自然垄断产业的规制体制也逐步确立。然而,由于对自然垄断产业本身的特征及其变化规律理解不够准确,加之传统习惯性思维的影响,现行的自然垄断产业规制体制存在诸多问题。为此,我们必须对规制主体、客体、手段、路径进行全方位改革,以促进我国自然垄断产业的健康发展。

Along with the perfection and development of market economy, the regulatory system has been established little by little. Nevertheless, because of the inaccurate understanding of the characteristics and rules of changing of the natural monopoly industry, furthermore, by the influence of conservation thought, there are a lot of problems of contemporary regulatory system of natural monopoly industry. So, for the healthy development of the domestic natural monopoly industry, we must transform the whole subjects, objects, measures and paths of the regulation.
