近几年,黑龙江省对俄投资合作升温,在能源原材料领域的投资合作不断取得新进展。但是,双方投资合作总体规模较小,缺乏能够拉动贸易稳步增长和高科技含量的大型投资项目。当前,黑龙江省对俄东部地区投资合作面临着新的机遇,同时,也面临着一些不利因素和困难。应当抓住机遇,营造良好投资合作环境,加大双方多领域投资合作力度,拉动黑龙江省对俄东部地区经贸合作再上新台阶。

In recent years, Heilongjiang province＇s investment to Russia has gone up. The investment cooperation with Rassia in the areas of energy and raw materials has made a new progress constantly. But the cooperation scale is smaller in general; there is no large scale investment project that has a high-tech value and can promote a stable trade development. At present, Heilongjiang faces a new opportunity in its investment cooperation with Russian east area and also meets some unfavorable factors and difficulties at the same time. The province should seize the opportunity to create a good investment environment, to strengthen the two sides＇ investment cooperation in many areas and to set spurs to Heilongjiang＇s economic and trade cooperation with Russian east area.
