试论西部新型农村合作医疗贫困农户的出资——基于农产品资源视角

Agricultural Product Payment of New Rural Cooperative Medical Care in Western Regions

基于西部农村农产品资源丰富的特点和比较优势理论,提出了西部新型农村合作医疗贫困农户农产品资源出资,分析了农产品资源出资的基本涵义、构成要件及其激励机制。

In order to promote the new rural cooperative medical care to implement comprehensively in the western regions, and to maintain the development mechanism with persistent effect, it analyzes the ＂difficult payment＂ for poor peasants to participate in the new rural cooperative medical care in western regions. It points out the poor peasants have certain pressure truly to participate in the new rural cooperative medical care with cash in western regions because of their low income and lower cash receipts. Based on the rich characteristic of agricultural products in western regions and the comparison superiority theory, it proposes the agricultural product payment for the poor peasants in western regions to participate in the new rural cooperative medical care, and studies the basic implication, constitution important document and incentive mechanism of the agricultural product payment.
