彩票公益金用于教育事业可行性分析

On the Feasibility of the Lottery Public Welfare Funds Applied to the Education

根据我国彩票业的发展与公益金的运行模式和国外彩票公益金对教育的投入状况,对发行教育彩票和彩票公益金用于教育事业可行性进行论证分析。笔者认为目前在中国发行教育彩票的可行性很小,但国家应通过发行彩票所募集的公益金的使用方向应当向教育事业倾斜,以支持中国教育事业的发展。

The lottery development in our country and the operation modes of public welfare funds are introduced in this paper. Through the analysis of the extent to which the funds are applied to the education in foreign countries and the reasoning of the feasibility of issuing education lottery tickets, it has been recognized that the feasibility is little at present. At the same time, through the argumentation on the feasibility of applying the funds to the education, it is first proposed that the funds raised by issuing lottery should be given more in favor of the education cause, thus supporting the development of the education of our country.
