语言规范需要有立法保障,需要有标准规范作为参照,还需要有配套的法律解释和权威的学理解释作辅助。语言应用客观上要求在加强语言法律解释的同时,积极启动权威的学理解释,以切实解决语言法律外的应用规范问题。

The language standardization needs not only legislative guarantee and standardized specification for reference, but also the assistance of both supporting legislative explanation and scientific explanation. In language application, it is objectively necessary to initiate authentic scientific explanation as well as to reinforce legislative explanation of language in order to solve the problems in standardization of language application outside the law.
