摘要
水土保持职能部门对所辖区按地形预先划定若干小流域，作为管理单元制定的整套档案索引及评价办法，已显示出在提高管理工作水平和效率，增加职能人员运筹帷幄的能力以及判定水土流失面积消长，进行监督监测的辅助手段等方面的良好作用。
