产生于规制改革背景下的欧盟委员会的影响评估机制在提升欧盟提案质量、促进决策和沟通交流,改善规制环境方面发挥了重要的作用,经过四年多的实践,该制度取得了显著成效,其在制度设计方面的诸多做法值得关注。不过该机制在实践运作时与其理想目标尚有一定的差距,需要进一步调整完善。

Arising from the background of regulatory reform, impact assessment by European Commission plays an important role in improving the quality of proposal, promoting policy decisions and communication, and improving regulatory environment. It has made great achievements after four years＇ practice, and many practices in system design are worth of our attention. However, in practice, there is still some work to do if the ideal goal is to be achieved and perfection to be realized.
