取消农业税政策在减轻农民负担的同时,也使乡镇财政收入锐减,乡镇财政的自生能力不断弱化。因此,必须通过发展乡镇经济,增强乡镇财政实力,深化改革,完善乡镇财政管理体制等途径来培养和提高乡镇财政的自生能力。

The abolition of the agricultural tax relieves the peasants of their burden, and it also reduces the rural finance, weakening the viability of the rural finance. Therefore, in order to cultivate and improve the viability of the rural finance we must take the following measures： develop the rural economy, strengthen the rural finance actual strength, deepen the rural reform, perfect the administrative system of the rural finance.
