摘要
联合国大会于1950年11月3日通过的名为"联合一致共策和平"的决议,在联合国制度发展史上具有里程碑式意义。在笔者看来,它至少对联合国集体安全机制产生了以下影响:在一定程度上弥补了安理会机制的不足,增强了其维护和平和安全的效能;开创了联合国维和行动中"维和部队"机制;根据该决议启动的联合国紧急特别会议制度有利于国际社会在联合国体系内对霸权主义的遏制和国际关系民主化的实现;该决议也为今天的联合国的改革指明了方向。
The Uniting for Peace Resolution, adopted by the UN General Assembly on November 3, 1950, is a milestone in the history of the UN system development. It has, at least, the following impacts, compensating, to a certain extent, for the inadequate UN collective security mechanism, enhancing the UN efficacy in maintaining peace and security, creating an UN ＂peacekeeping operation＂ mechanism, launching an UN emergency session which is helpful to the containment of hegemony and the realization of democratization in international relations. The Resolution has also specified the right direction for today＇s UN reform.
