摘要
河南省信阳市在2007年初实施了公职人员禁酒令,取得了显著成效的同时也引发了其是否干涉了公职人员日常生活私人事务的争论。文章从公权与私权的相互关系入手,分析禁酒令事件的性质和其是否属于公权干预私权的问题,并且由此论证加强干部管理、提高政府行政效能对我国依法治国进程的重要意义。
In early 2007, XinYang City of Henan Province has implemented the prohibition of drinks among the government employees. It has achieved a remarkable success, but it also lead to a controversial that whether the government has interferenced their official' s private lives. Based on the theory of public rights and private rights , the article will analysis of the nature of the prohibition of drinks. And will explain why management of govermment employees and enhancement of administrative efficiency were so important in the nomocracy construction.
