'Rule of Law and Constructing a Socialist Legal State' is the state policy of the governing Chinese Communist Party as well as the key principle of the Chinese Constitution.From the perspective of the science of constitution,it is imperative to adhere to the principle that the governing party should operate within the scope of constitution and law,and that people's democracy is the life of socialism,it is essential to rule the country by good law and to stick to the leadership of the Communist Party,the principle of people's democracy and the policy of administration by law.
