建设高产高效矿井的目的是高产稳产，减人提效，安全生产，达到这一目的的关键是突破传统技术，发展现代化采煤。我国提出建设高产高效矿井（以下称双高矿井）这一长期发展战略既符合煤炭生产建设的世界发展潮流，也符合我国煤炭企业由劳动密集型向技术密集型转变，由粗放型向集约型转变的重大策略。

The aim for constructing high-yield and high-efficiency mine is to gain high and stable yield,improve efficiency and safely product.The key point for this aim is to break through traditional tecnigues,and develop modern coal mining.Our country puts forward the long-term development strategy of constructing high-yield and high-efficiency mines (double high mine).This conforms to not only the world-wide development trend of coal production construction,but also the significant strategy for our country's coal enterprises to transform from concerntrated labour to concerntrated technigue and from extensive to intensive.
