政府组织型新农村建设模式的实证研究——以广东德庆县为例

The Empirical Research of New Rural Construction Mode Based on Government Organizing——Take Deqing County of Guangdong Province as an Example

"德庆模式"是以政府组织、农民主体、中介服务、产业驱动、品牌整合及和谐发展为内涵,以"一大品牌优势、两大发展主题、三大服务网络、四大建设目标、五大政府功能、六大支持系统"为方案的实践模式,核心在于建立运行公共服务、中介服务和信息服务三网同构的"泛中介"服务网络。本文基于差异化制度安排和政府宏观组织与微观协调功效,尝试提出县域"政府组织型"的新农村建设模式。

＇ Deqing mode＇ has many features：government as organizer,farmers as main actors, intermediary service, industry stimulation, brand integration and harmonious development. The practical model consist of ＇one advantage brand, two major development projects, three service networks, four construction aims, five governmental functions and six supporting systems ＇. The rationale of the operation is to constitute public service network, intermediary services net- work, information service network and service system of three networks of isomorphism, which is the ＇ universal intermediary＇ network structure that integrated lots of services. This paper has proposed ＇ the government organizing mode ＇ of new rural construction, which based on the different arrangement of institutions and the efficiency of government organi- zation and coordination.
