“和谐湖北”构建与鄂西少数民族地区基础教育 被引量:2

摘要 湖北少数民族地区有10个县(市),其少数民族人口占全省少数民族人口的94%,因为地处鄂西武陵山区,属老少边穷西部地带,少数民族教育发展基础薄弱,尤其是民族基础教育较之湖北高等教育差距极大,远不适应湖北中原地区大经济与社会大发展,成为湖北大教育的投入重负。湖北要走向现代经济文化发展的快车道,构建和谐湖北,必须实现教育公平基础上的教育和谐,建设人力资源强省。而地处鄂西的少数民族地区,也必须在和谐湖北的战略中发挥自己的应有作用,确保教育发展工程在民族地区稳步实施,尽快形成以"两基"为基础、各级各类教育协调发展的具有民族特色教育的新格局。 Due to its weak basis, Enshi elemnetary education, unadaptable to the fast development of society and economy in Central Plains of Hubei province, has become a heavy burden of Hubei in educational investment. The policy of a powerful Hubei through human resources based on the fair and harmonious education must be imple- mented so that Hubei may step on the fast traffic lane of modern economic and cultural development, and construct a harmonious Hubei. Simutaneously , the minority areas of West Hubei are required to exert their own influences in the strategy of constructing a harmonious Hubei and ensure the steady implementation of education development projeet in these areas so that a new structure, with national characteristics based on a harmonious development of all kinds and different levels of education, can be constructed.
