摘要
建构中国特色教育券制度应当实施三步走战略:发放"过渡期"教育券,缩小校际间差距;其次,发放"短期"教育券,"公平优先,兼顾效率";发放"长期"教育券,"效率优先,兼顾公平"。
According to Friedman's theory of voucher, combining our country conditions, constructing Chinese characteristic education voucher has to implement three - step development strategy: firstly, granting a " transitional period" voucher, narrowing the gap between schools; then, granting a "short -term" voucher, "fair priorities, balance between efficiency"; finally, Granting a "long- term" voucher, " efficiency priorities, balance between fair".
