从全球粮价上涨及粮食安全谈我国耕地保护

Discussion on Arable Land Conservation on the Basis of Global Rising in Grain Prices and Grain Security

粮食安全是国家战略安全的重要组成部分,关系国计民生。粮价上涨引发全球粮食恐慌,由此导致粮食安全问题,而解决粮食安全的根本就是保护耕地。当前我国耕地保护面临耕地数量少、总体质量不高、流失速度快、利用不尽合理的严峻形势;而在耕地保护中又存在重数量轻质量、耕地保护的主体不明确、耕地保护执法监察不到位等问题。因此,为更好地保护耕地应强化节约集约用地意识、严控建设占用耕地、严格执行耕地保护制度、加大耕地开发整理复垦力度、改革征地制度,切实保护农民合法权益。

Grain security is an important integrant of the state strategic security,which has a bearing on the national economy and the people's livelihood.The rising in grain prices has aroused grain scare,from this,the grain security problem has been brought about.The paper augues that the fundamental prerequisite for tackling the problem of grain security is to protect the arable land.The paper analyses the problems facing arable land conservation,these include: there is no enough arable land in quantities;the overall quality is low;the speed for soil erosion is quick;the land utilization is not reasonable.It has not clearly established subject of arable land conservation;law enforcement and supervision and investigation are not in place.Therefore the paper offers some suggestions for better arable land conservation: strengthening the awareness of economy and intensivism on the use of farmland,strictly limiting the farmland for use in development projects,strengthening the farmland development and rehabilitation,refroming the system for land expropriation and requisition,as well as protecting the legitimate rights and interests of farmers.
