This article basic on the realistic problem of the unbalance between new project and maintenance in infrastructure investment, research the cause of this phenomenon, and advance some relevant countermeasure, it points out that the redistribution of infrastructure investment should be made on the maintenace of newly built programs and old programs, which is significant to economic development.
