高校教代会建设初探

On University Faculty Delegates' Congress

教职工代表大会(以下简称教代会)是高校实行民主管理的基本形式,是高校管理体制的重要组成部分。高校中的党组织、校行政和教代会被称为高校领导体制的三大基本力量。加强教代会建设,对于落实广大教职工在学校的主人翁地位、促进以校长为首的行政管理工作的制度化和规范化、营造和谐的人际关系以及落实校务公开制度,都是十分重要的。随着我国市场经济体制的逐步建立,教育体制改革的深入发展,以及加入WTO后面临的新形势,高校教代会建设面临严峻的挑战。加强和完善高校教代会制度建设,是认真贯彻落实《高等学校教职工代表大会暂行条例》和《高等教育法》的需要,对高校的改革与发展具有重要作用。

Faculty delegates＇ congress is a basic form for universities to implement democratic administration and an important part of universities＇ administrative system. There are three fundamental forces in a university： party organization, university＇s executives and teacher delegates＇ congress. It＇s significant to accelerate the construction of teacher delegates＇ congress, which will realize faculty＇s master position in universities in its real sense, systematize and regularize administration under the president＇s leadership, create a harmonious interpersonal relationship as well as fulfill the transparency of administrative affairs. With the gradual establishment of China＇s market economic system, further development of educational reform and the new situations after China＇s entry into WTO, university teacher delegates＇ congress is confronting severe challenges. Intensifying and perfecting its system construction is the need of implementation of Interim Regulation of University Faculty Delegates＇ Congress and Higher Education Law and will play a vital part in universities＇ reform and development.
