By analyzing the present questions existed in public medical management system and operational mechanism, the article proposes the problems solution in the ＂system and mechanism＂ is the key of public hospital reform; it suggests on how to deepen the public hospital management system and the operational mechanism reform. Among them, they include： facing the basic medical service, the government lead insistence, the increase government investment, strengthened profession supervision and management, the reform advancement insistence, the brand-new mechanism establishment.
