The current state of small hydro ＆ thermal power unit under the management of Shaanxi Electric Power Company is analyzed. The necessity ＆ importance of reinforced and standard management are elaborated, and specific measures are put forward. It is suggested to make the related policies to impel the shutting-down of high energy-consuming, high pollutant-discharged small thermal power units, to impel the healthy development of energy-conserved, comprehensive-utilized small hydro ＆ thermal power units. The local small hydro ＆ thermal power units can be effectively formed as supplement ＆ reserve for large network from the aspects of safety, economy and energy saving.
