摘要
居住在寒冷地区城市中的人们将在发生重大安全问题时遭受重大损失。为探讨应对策略,论文以哈尔滨为例,借鉴国际研究成果,探讨了在全面安全观念的指导下,以合理的规划策略为基础,研究了契合紧急安全预案的具体措施、加强冬季救灾准备的方法和加强智能化安全设施的发展方向。合理的规划策略与实施策略相结合,能够大幅度提高寒地城市旧区应对安全问题的能力。
People living in cold areas are exposed to suffer heavy loss during the big hazards. To find out reasonable strategies, this article takes Harbin as an example and international research achievement as references, suggests that we should base on reasonable planning strategies under the guidance of overall safe.conception, studies concrete measures corresponding to Urgent Safe Plans, enforcing methods of rescues preparation in winter, and developing directions of enhancing intelligent safe facilities, and points out that the combination of reasonable planning strategies and implementing strategies could greatly improve the abilities to cope with hazards in the old cities.
