摘要 根据辽宁省气象灾害特点和各个城市经济发展水平,基于GIS建立辽宁省气象灾害与保险风险管理系统.系统以Mapinfo7.0为基础平台、ArcGIS9.2为高级操作平台,采用内置属性表和外部关系型数据库SQLServer2000,2种方式共同存储管理数据,模型数据主要是气象灾害的灾害危险度模型、保险风险评估,具有灾害危险度分析、灾害保险风险评估、灾害和保险风险管理等主要功能,可为相关部门的防灾减灾、灾情评估分区以及保险企业防灾定损与保险费率的厘定提供依据. In view of the feature of meteorological disasters and the economic development level of the cities in Liaoning Province, the administrative decision system of meteorological disaster and insurance risk has been set up based on GIS. Adopting Mapinfo7. 0 as its basic platform, Arc GIS 9.2 as its high operation platform, the system stories and manages the data through both the internal attribute table and the external relations databases (SQLServer2000). Its model data is composed of the disasters risk model of meteorological disasters and the assessment model of insurance risk. The main functions are analysis of disasters risk, risk assessment of disasters insurance, risk;s administrative decision of disasters and insurance and so on. The study is useful for society and government departments in following aspects: disaSter prevention, disasters decrement, disasters assessment and division, and for insurance enterprises and institutions: loss evaluation, premium rate definition.
